Intermediate Levels of Care: Treating Severe Maternal Mental Health Conditions

About this Webinar

Intermediate Levels of Care (ILOCs) are short-term programs designed to treat individuals who are experiencing severe maternal mental health conditions. These programs include Partial Hospitalization Programs (PHPs) and Intensive Outpatient Programs (IOPs). The United States has approximately 50 specialized ILOCs that provide care to pregnant and postpartum patients experiencing severe mental health conditions. In this webinar, experts will provide an overview of perinatal ILOCs, who should be referred to them, and how treatment and recovery are achieved in these specialized programs.

  • Paige Bellenbaum, LCSW, PMH-C, has spent over 25 years in senior leadership roles at organizations dedicated to improving outcomes for families, including Habitat for Humanity and Settlement Housing Fund.

    After her own experience with severe postpartum depression and anxiety, she became a leading maternal mental health advocate, helping draft landmark New York legislation in 2014 requiring birthing hospitals to screen and educate patients on PMADs. She co-launched New York's first perinatal partial hospitalization program at The Motherhood Center, serving as Founding Director and Chief External Relations Officer, and now leads a perinatal mental health consulting practice working with government agencies, hospitals, nonprofits, and corporations to integrate PMAD-informed policy and practice.

    Her key collaborations include the NYC Department of Health and Mental Hygiene, NYC Administration for Children's Services, and the New York State Office of Mental Health, and she serves on the NY Department of Health's Maternal Mortality and Morbidity Advisory Council. An Adjunct Professor at Hunter College's Silberman School of Social Work and an Advanced Perinatal Psychotherapy Trainer with Postpartum Support International, Paige is a widely recognized expert who has been featured on the Today Show, Good Morning America, NPR, PBS NewsHour, and in outlets such as The New York Times and The Wall Street Journal.

  • Roxanne Rosenberg is a licensed clinical mental health counselor and qualified supervisor, certified in perinatal mental health. Educated at Yale and Duke, Roxanne has over 18 years of experience supporting and advocating for pregnant and postpartum individuals.

    Roxanne is cofounder and clinical director of North Carolina's only perinatal intensive outpatient facility, Anchor Perinatal Wellness. She also cofounded and facilitates a nationwide collaborative for existing and emerging perinatal intensive outpatient programs (IOPs) and partial hospitalization programs (PHPs), and she co-leads the National Perinatal Intermediate Levels of Care Innovations Project.

    Roxanne was a member of the federal Maternal Mental Health Task Force and was a former chair of Postpartum Support International's North Carolina chapter. Roxanne is a proud Latina mother of two with a personal history of pregnancy loss and perinatal mental health challenges.

  • Naina Sodhi is a Marriage and Family Therapist by licensure in the state of California. She is also a certified Somatic Experiencing Practitioner.

    In her journey as a therapist, she has spent most of her time working with women and children doing individual and group work; building maternal mental health teams and programs in several hospitals; and, most of all, sharing a journey of learning with colleagues, supervisees, and students.

    Presently, she is the Perinatal Programs Coordinator at El Camino Health.

  • Crystal T. Clark, MD, MSc is an Associate Professor in the department of psychiatry, University of Toronto. She is also a scientist at Women’s College Research Institute and will serve as the Associate Head of Research at the Women’s College Hospital.

    As an adult psychiatrist, Dr. Clark specializes in mood and anxiety disorders and is internationally recognized for her expertise in the treatment of women’s mental health across the reproductive life span (i.e., menstruation, pregnancy, postpartum, infertility, trauma related to reproduction).

    Dr. Clark is a researcher who aims to optimize mental health treatment for pregnant and postpartum people from all backgrounds. Much of her research has focused on pharmacology management and establishment of dosing guidelines for Bipolar Disorder during pregnancy and postpartum. Her research also aims to address a significant gap in the field of psychiatry — the characterization of the experiences, risks, and optimal treatment approaches for parental mental health among Black, Indigenous, People of Color.

    Dr. Clark is a past president of the Marcé of North America and serves on the board of directors of Marcé International. Dr. Clark received her Bachelor of Arts in Psychology from Northwestern University and her Master of Science and Medical Doctorate from the University of Louisville, Kentucky (2006). She completed her adult psychiatry training and served as chief resident at Johns Hopkins in Baltimore, Maryland, USA (2010). Prior to completing her MSc in Clinical Investigation Sciences (2012), she completed fellowship training in clinical research and reproductive psychiatry while also serving on faculty at the Baylor College of Medicine/Michael E. Debakey VA as well as the University of Pittsburgh Medical Center/ Pittsburgh VA Healthcare Systems. Prior to joining UofT, she served as an Associate Professor at Northwestern University, Chicago. There she was a Staff Psychiatrist at the Northwestern Memorial Hospital; and Clinical Director of the Women’s Outpatient Program, Asher Center for the Study and Treatment of Depressive Disorders. She also co-founded and co-directed an advanced training fellowship in women’s and reproductive mental health.

  • Krista Huybrechts is Professor of Medicine and Epidemiology at Harvard Medical School and Harvard T.H. Chan School of Public Health, where she directs the Harvard Program in Perinatal and Pediatric Pharmacoepidemiology.

    Her research centers on generating evidence regarding the safety and effectiveness of prescription medications, in particular psychiatric medications, in pregnant and pediatric populations. She focuses on the use of advanced epidemiological methods to help address the unique questions regarding benefit-risk trade-off for prescription medication use in these populations.

    Dr. Huybrechts is a member of the Editorial Board of JAMA Psychiatry and an Associate Editor for Pharmacoepidemiology and Drug Safety. She is a voting member for the FDA Drug Safety and Risk Management Advisory Committee.

  • Dr. Miller's professional training is as an obstetrician and maternal-fetal medicine physician. She has an expertise in obstetric and perinatal outcomes related to perinatal mental health conditions and has dedicated her career to optimizing the treatment of perinatal behavioral health.

    She serves on the American College of Obstetricians and Gynecologist’s (ACOG’s) Maternal Mental Health Expert Work Group and has developed multiple consensus statements to guide care provision for perinatal mental health conditions. She has received the Society for Maternal Fetal Medicine’s Health Policy Award to examine gaps in healthcare services related to perinatal mental health. She has challenged the paradigm of our current obstetric model of perinatal depression care and has received philanthropic funding to adapt and implement the collaborative care model for the perinatal context.

    She is the PI for three ongoing NIH-funded trials designed to evaluate the adaptation and implementation of the collaborative care model into perinatal health care contexts with the goal of optimizing equitable access to wellness for birthing people and new families.

  • Lauren M. Osborne, MD, graduated from Weill Cornell Medical College and received her psychiatric training at Columbia University/New York State Psychiatric Institute. She completed both clinical and research fellowships in women's mental health, and is an expert on the diagnosis and treatment of mood and anxiety disorders during pregnancy, the postpartum, the premenstrual period, and perimenopause.

    Dr. Osborne is an Associate Professor of OB-GYN and Psychiatry and serves as the Vice Chair of Clinical Research in the Department of Obstetrics & Gynecology at Weill Cornell Medicine. Her research on perinatal mental illness focuses on models of care and on biological mechanisms and biomarkers, with a focus on neurosteroids and the immune system, and she runs the PIPPI Lab – Psychoneuroimmunology in Pregnancy and Postpartum – at Weill Cornell.

    Dr. Osborne’s clinical work consists of collaborative care for perinatal mental health within OB/GYN. She is also the President of Marcé of North America; founder and chair of the National Curriculum in Reproductive Psychiatry, a free web-based standardized curriculum; founder and chair of the North American Board of Reproductive Psychiatry; and an editor of The APA Textbook of Women’s Reproductive Mental Health. Her work has been supported by the Brain and Behavior Foundation, the Doris Duke Foundation, the American Board of Psychiatry and Neurology, the Department of Defense, the NIMH, and the NICHD.

  • Julia is a licensed psychologist who worked with children and adolescents up until her firstborn was six months old, when her and her family's world was upended by postpartum depression and psychosis. As a part of her healing process, Julia began volunteering with Postpartum Support International (PSI), which evolved into developing and managing the Postpartum Psychosis Program and coordinating PSI’s Postpartum Psychosis Taskforce. She lives in the Chicago suburbs with her husband and two children.

  • Nirmaljit Dhami, MD, is the Medical Director of the Inpatient Perinatal Psychiatry Unit at the Scrivner Center for Mental Health & Addiction Services at El Camino Health. Prior to this role, she served as the Medical Director of the Maternal Outreach Mood Services (MOMS) Program at El Camino Health (2008-2020) and is nationally renowned for her dedication and work in spearheading the program. She is a Distinguished Fellow of the American Psychiatric Association (APA) and has been featured on NPR and KQED for her work in maternal mental health.

    Dr. Dhami is the past Chair of the Division of Psychiatry at El Camino Health and President of Bay Area Maternal Mental Health Inc. She has served on the California Perinatal Mortality Task Force and on the Boards of Directors of the International Marcé Society and Supporting Mamas and is a past fellow of the California Health Care Foundation. She currently serves on the Forensic Advisory Panel of the International Marce Society and is Faculty at Postpartum Support International. In 2024, she was proudly recognized with a mental health hero award. Dr. Dhami completed her medical training at GMC Amritsar, India, and her residency in Adult Psychiatry at UC San Diego.

    Her core belief is that addressing maternal mental health disorders are crucial to the long-term wellbeing of the patient and their whole family. Her clinical interests include the assessment and treatment of psychotic disorders in pregnancy and postpartum as well as understanding perinatal suicide. She is deeply passionate about community engagement and perinatal mental health and is a dedicated advocate for reforming the legal system to better support mothers. Dr. Dhami dedicates her time to collaborate with high school students to create films that educate on perinatal mental health conditions and treatment options.

    Dr. Dhami enjoys swimming, hiking, and spending time with her husband and three children. She completed her second triathlon in August 2026 and is currently training for a half Ironman relay in September 2026. This year, she has also run two half marathons on two different continents.

  • Kristina Dulaney is a registered nurse, postpartum psychosis survivor, and founder of Cherished Mom. Following her own experience with postpartum psychosis, she dedicated her career to advancing maternal mental health through education, advocacy, and support. Through Cherished Mom, she has helped lead initiatives including Pregnancy & Postpartum Psychosis (PPP) Awareness Day and the “Is MOM ok?” maternal suicide awareness campaign to increase awareness, reduce stigma, and save lives.

    Kristina has shared her story on Dr. Phil, serves on the National Maternal Mental Health Task Force, and was recognized as a 2024 Maternal Mental Health Hero by the Policy Center for Maternal Mental Health. She combines her lived experience and clinical expertise to empower families and healthcare professionals to recognize maternal mental health conditions earlier and improve outcomes for mothers and babies.

  • Kriti Lodha is a seasoned marketing and technology executive with a track record of building and scaling multi-million-dollar businesses, brands, and teams across the SaaS and CPG industries, including Toast and Procter & Gamble.

    She was motivated to turn her pain into purpose and tackle the maternal mental health crisis head-on after silently battling postpartum psychosis during the pandemic. Today, Kriti proudly serves on the Board of Directors at Postpartum Support International, as well as as Executive Advisor at the Center for Women’s Mental Health at Mass General Hospital, combining the power of marketing, strategy, and technology to accelerate the Center’s reach and impact across both patients and providers.

    Kriti is also a healthcare entrepreneur in the early stages of marrying her lived experience and professional expertise to design new models of care delivery that expand access to perinatal mental health treatment for the most vulnerable, high-acuity individuals who too often fall through the cracks or into crisis-based care settings — all while centering community, equity, and the family experience.
